We have worked with several libraries and educational institutions and over time have understood the requirements. Of course, every library has different requirements in terms of design and functionality of their website.
Most libraries have a website already. However, most had the site done a number of years ago. Technology has changed quite a lot over the years and certain new standards have been established on the web.
There are two standards that seem to have been established when it comes to websites.

Let's talk a little about each.
Automation :
In the past websites were static. Static websites look the same and do not change unless a web designer gets involved. With automation, websites have matured into something completely different and definitely better. With the use of a database (like MySQL, Oracle or SQL Server) and a programming language (like PHP or ASP.NET or Cold Fusion), a website becomes a dynamic site. This type of site can be changed by a non-techie person.

Web 2.0 :
Most websites on the web (even today) are not interactive in nature. For instance, you can go to a site and view the content but you might not be able to push your thought to the site besides emailing them. With the advent of Web 2.0 a whole new culture has started on the web. Now many websites have become interactive.
Let us name a few of the true Web 2.0 sites.
Facebook, Youtube, Myspace, Digg, Twitter, LinkedIn.
Of course, there are many more but these are the few that everyone might have heard of.
In Facebook, you can communicate with other individuals, you can share your thoughts play games and a lot more. In Youtube, you can share your videos with others, you can comment on videos and do much more. In Digg you can share content you liked on other sites and comment and rate contents.
All these sites have given rise to the idea of voice of your audience. Most non-Web 2.0 sites do not open any channels for their visitors to communicate. Web 2.0 simply breaks these barriers.
Please do note that Web 2.0 has advantages and disadvantages. For example, letting people communicate on your content is like letting the public spray paint outside your wall. You could very easily invite people with malicious intent writing on your wall. You can control the comments by moderating them before publishing but then that's extra work on your shoulder.
